SUPPLEMENTAL REWARD POLICY
MEMORANDA OF AGREEMENT
Organizations, corporations and individuals (donors) occasionally desire to offer "Supplemental Rewards" for information resulting in the solution of a specific crime. The purpose of this Memorandum of Agreement is to set the terms for guaranteeing and paying Supplemental Rewards offered by a donor not affiliated with Austin County Crime Stoppers, Inc.
Austin County Crime Stoppers, Inc. is a "crime stoppers organization" as defined by Texas Local Government Code 414.000, whose purpose includes paying rewards to persons who report to Crime Stoppers information about criminal activity and forwarding the information to the appropriate law enforcement agency; and
The Austin County Crime Stoppers, Inc. Board of Directors has agreed to accept "supplemental rewards" from organizations, corporations and individuals who wish to increase the incentive for informants to give information resulting in the solution of a specific crime.
All parties agree to the following:
Anyone using the Crime Stoppers name, logo, and/or TIPS hotline number without specific approval will receive a specific "cease and desist" letter from Crime Stoppers. If a donor continues to violate this publicity policy, Crime Stoppers will send a letter disavowing any guarantee of the Supplemental Reward by Crime Stoppers to all pertinent law enforcement and media agencies.
2. All tax-reporting requirements are the responsibility of the reward recipient. Donors are advised not to declare the funds as a tax deduction until the reward is actually paid by Crime Stoppers or the donor in writing specifically donates the money to Crime Stoppers for unrestricted use. Under IRS rules, a Form 1099 is not required for payment of the reward by Crime Stoppers of Houston, nor will deduction of income taxes be required prior to payment of the reward.
A. Offer its own reward, not to exceed a maximum of $5,000 for information leading to the arrest and charging of the suspect(s) responsible for any felony offense;
B. Guarantee and pay the Supplemental Reward to any informant(s) who provide(s) information leading to the arrest and charging of any suspect(s) in the August 22, 2009 murder of Dr. Jorge Mario Gonzalez at ( address of crime) under Austin County Sheriff’s Offense Report ___________.
