SUPPLEMENTAL REWARD POLICY

MEMORANDA OF AGREEMENT

Organizations, corporations and individuals (donors) occasionally desire to offer "Supplemental Rewards" for information resulting in the solution of a specific crime. The purpose of this Memorandum of Agreement is to set the terms for guaranteeing and paying Supplemental Rewards offered by a donor not affiliated with Austin County Crime Stoppers, Inc.

Austin County Crime Stoppers, Inc. is a "crime stoppers organization" as defined by Texas Local Government Code 414.000, whose purpose includes paying rewards to persons who report to Crime Stoppers information about criminal activity and forwarding the information to the appropriate law enforcement agency; and

The Austin County Crime Stoppers, Inc. Board of Directors has agreed to accept "supplemental rewards" from organizations, corporations and individuals who wish to increase the incentive for informants to give information resulting in the solution of a specific crime.

All parties agree to the following:

    1. __________________________ agrees to:

      1. Guarantee $ ________ __ by direct refundable donation for a period of one year for information leading to the arrest and charging of any suspect(s) r responsible for the August 22, 2009 murder of Dr. Jorge Mario Gonzalez at __(address of crime)___________ under Austin County Sheriff’s Offense Report Number_______.

      2. Guarantee this Supplemental Reward with a cashier’s check written to Austin County Crime Stoppers, Inc.. Austin County Crime Stoppers, Inc. must receive all such monies prior to any public announcement regarding the Supplemental Reward or any publicity of the case that involves the use of the Crime Stoppers name, logo, and/or TIPS hotline number.

      3. Obtain approval from Austin County Crime Stoppers, Inc. prior to publicly releasing information about the Supplemental Reward, if the Austin County Crime Stoppers, Inc. name, logo, and/or TIPS hotline number or any other name or number related Austin County Crime Stoppers, Inc. is used.

Anyone using the Crime Stoppers name, logo, and/or TIPS hotline number without specific approval will receive a specific "cease and desist" letter from Crime Stoppers. If a donor continues to violate this publicity policy, Crime Stoppers will send a letter disavowing any guarantee of the Supplemental Reward by Crime Stoppers to all pertinent law enforcement and media agencies.

 

      1. Make no advance promise of the exact reward amount to be paid or commitment as to who will receive Supplemental Reward monies.

      2. Abide by the Austin County Crime Stoppers, Inc. Reward Committee’s decision regarding payment of this Supplemental Reward.

2. All tax-reporting requirements are the responsibility of the reward recipient. Donors are advised not to declare the funds as a tax deduction until the reward is actually paid by Crime Stoppers or the donor in writing specifically donates the money to Crime Stoppers for unrestricted use. Under IRS rules, a Form 1099 is not required for payment of the reward by Crime Stoppers of Houston, nor will deduction of income taxes be required prior to payment of the reward.

    1. Austin County Crime Stoppers, Inc. agrees to:

A. Offer its own reward, not to exceed a maximum of $5,000 for information leading to the arrest and charging of the suspect(s) responsible for any felony offense;

B. Guarantee and pay the Supplemental Reward to any informant(s) who provide(s) information leading to the arrest and charging of any suspect(s) in the August 22, 2009 murder of Dr. Jorge Mario Gonzalez at ( address of crime) under Austin County Sheriff’s Offense Report ___________.

    1. Attempt to notify the Supplemental Reward donor using contact information provided by the donor on the Memorandum of Agreement.

    2. Return the Supplemental Reward funds in full to the donor if the case is not cleared within the time period agreed upon in this document. If the case is not cleared within the term of years agreed upon, the Supplemental Reward will be returned to the donor in the full amount. Other options include donating the money to Crime Stoppers, or extending the time period the Supplemental Reward is to be offered;

    3. Provide media exposure of the Supplemental Reward amount through one or more of the following publicity avenues: a general news release sent to all local media, and general press conference inviting attendance by all local media, referral of the case to an individual station for story coverage, inclusion in the Crime of the Week or other dedicated Crime Stoppers’ programs, advertisement on the Austin County Crime Stoppers, Inc. web page at www.austincountycrimestoppers.com, and creation of a reward poster/flyer advertising the crime and the Supplemental Reward.
